You can license each SafeSuite module individually. Simply select the components you need from the licensing menu. Notice you will get a discount for yearly billed licenses.

Enterprise License
For organizations managing a significant number of licenses or seeking a custom configuration, we recommend the Enterprise License. This option includes:

Custom deployment assistance and account management
The Enterprise License is priced according to the number of seats and modules required. Request yours.

It means that your license is tied to a specific computer.
You would need an Admin license and a minimum of a user license for requirements management. The more licenses you have, the easier to control your activity log. Consider at least one license for each involved team (e.g. SW development, validation, System design…) as a good practice. For the rest of the components in the Suite (FMEA, FIT, ect) you would need a license per user.
You can request this change up to four times.
